Operations Manger – Well Testing 101-220 – Abu Dhabi, UAE

The Successful Candidate will reside in Abu Dhabi, UAE. The salary will depend on the experience, and to be determined after the interview.

Reporting Relationship
The International Operations Manager – Well Testing reports to the General Manager.

Operating Environment
The operating environment is extremely competitive and requires a high degree of management expertise in order to ensure that each function is providing the support that is required.

You are expected to make personal visits and whenever applicable, presentations to important customers and maintain an active and positive relationship with these individuals.

You are expected to represent the Company in legal, official functions which can involve cumbersome and time consuming protocol. You must be sensitive and aware of the appropriate procedures and steps required to comply with local laws and regulations and with Company policies and practices.

Relationship
Ethical standards of Company must be adhered to at all times. You must avoid:

1. The employment and discharge of any employee without prior approval of the Directors.
2. The submissions to a client or potential client of any proposal bid or tender to be performed, services to be rendered or equipment to be supplied unless it is within your approved authority.
3. The entry or termination into any contract for the performance of work or the rendering of services or the supply of equipment unless it is within your approval authority.
4. The acquisition or disposal of tools or equipment or other fixed assets other than stipulated and authorized herein.
5. The entry into or renewal of any agreement with a Contractor or Supplier or a Landlord unless it is within your approved authority Level.
6. The borrowing of any money (with or without security) or the granting of liens or other credit.
7. To act as surety give securities or grant guarantees or indemnities or incur similar liabilities.
8. The opening of closing of any bank account and the designation of persons to have signature authority over any such bank account.
9. The designation of person to have authority to execute contracts on behalf of the Company.
10.Any change, amendment or other alteration in the name, from of organization or qualification or license to do business.

JOB DESCRIPTION AND PERFORMANCE ASSESSMENT OF INTERNATIONAL OPERATIONS MANAGER BY MEASURED & SET OBJECTIVES

The objective of this assessment is to look at weak areas of the person in order to set up, change, and make objectives to improve in those areas.

The assessment is based on eight (8) objectives with a total score of 1200 points.

1. Health Safety & Environment Management System 5%

The International Operations Manager – Well Testing is responsible for the following on Safety:

Implementing HSE policy requirements
Establishing HSE objectives and targets to meet the Company HSE objective and safety plan
Establishing procedures and controls to ensure all activities are conducted in accordance with the HSE Management System.
Identification of training needs to enable all personnel to meet Company objectives and safety targets.
Establishing methods for consultation with all employees on HSE matters
Promptly investigating accidents and incidents and near miss reports and providing effective follow-up.
Demonstrating a clear commitment to HSE Policy matters
Below is a scoring objective to meet the above criteria:

a. Establishing procedures & controls to ensure that all activities are conducted in accordance with HSE Management System Weightage in % is 5
b. Identification of training needs to enable personnel to meet Company objectives & Safety targets. Weightage in % is 15
c. Promptly investigating accidents, incidents and near miss reports and providing effective follow up and recommendations. Weightage in % is 10
d. Encouraging DSF reporting and demonstrating effective follow up on all positive suggestion. Weightage in % is 10
e. Keeping good communication with all employees on HSEMS matters by memos, e-mail, bulletin board notification etc. Weightage in % is 10
f. Timely safety meetings and effective follow up on all HSE matters. Weightage in % is 10

2. Annual Budget & Management Information (20 Percent)

The International Operations Manager – Well Testing should forecast annual sales budget, review budget meetings and achievements of the budget.
Below is a scoring objective to meet the above criteria:

a. The making up of budget on a timely basis. Weightage in % 20
b. Proper Monthly reporting on Company’s activities on a timely basis. Weightage in % 40
c. Meeting budgetary targets as forecasted in terms of receivable/payment and growth.

3. Marketing (30 Percent)
The International Operations Manager –Well Testing must ensure that markets covered are properly assessed through sales and promotions, and meeting sales objectives.
Below is a scoring objective to meet the above criteria on Marketing:

a. Promoting and developing new markets for products and services of the Company.
Weightage in & % 100
b. Identifying new products to introduce for the Company to diversify sources of income of the Company. Weightage in & % 50
c. Entertaining clients within Company guidelines (a perfect score is to entertain at least once a week). Weightage in & %65
d. Communicating effectively with Clients on Company’s products and services to ensure that the latest information are available to them. Weightage in & %15
e. Carrying on an effective sales campaign to increase sales of products and services.

f. Ensuring all products and sales that are represented by the company are marketed aggressively in the areas designated. Weightage in & %50
g. Timely sales reports to appraise market trends, sales and services potential, market share, competitor’s activities and any factors creating sales difficulties with alternative courses of action. Weightage in & % 30

4. Operations (9 Percent)

The International Operations Manager must ensure maintenance of efficient and profitable operations of personnel and equipment consistent with established good industry practices.

The International Operations Manager must ensure close coordination with customer’s personnel to ensure trouble-free execution of contracts.
Below is a scoring objective to meet the above criteria:

a. Keeping efficient & profitable operations by minimizing down time of equipment or lack of personnel.Weightage in % 30
b. Close coordination with customer’s personnel to know their needs ahead of time and to ensure that we meet contractual requirement for a trouble free execution of contracts. Weightage in % 65
c. Application of Company standards and quality control for all equipment and tools repair and maintenance. Weightage in % 15

5. Expenditures (10 Percent)

The International Operations Manager must ensure that expenditures of his Company are consistent with the efficient running of his operations. He is also to ensure proper cost control and proper procedures to execute purchases and minimize spending
Below is a scoring objective to meet the above criteria:

a. Keeping level of inventories consistent with efficient operations. Weightage in % 10
b. Control of Capital Purchase to a minimum and within approved budget, Weightage in % 10
c. Keeping expenditures within approved budget levels (and if at all possible to reduce) expenditures. Weightage in % 90
d. Control cost by proper forecasting & planning so that volume discounts can be achieved with suppliers. Sudden emergency orders should be avoided so as not to incur additional freight cost or other similar cost. Weightage in % 10

6. Personnel (16 Percent)

The International Operations Manager should ensure the high morale of his personnel. He is to ensure that in executing and in delegating to subordinates and other staff that an even and just decision is applied on a general basis so that he should obtain at all times good morale and performance from his staff.
Below is a scoring objective to meet the above criteria:

a. Appointing proper personnel as per the requirement of the Company on a timely basis and with the proper qualifications within budgetary needs. Weightage in % 45
b. Keeping turnover of personnel to a minimum by managing properly the requirements of the job and the stress level of the personnel together with their individual needs (not to exceed 5% per year)

c. Assuring competent manpower by training, developing, compensating and evaluating future developments. Weightage in % 50
d. Clearly delegate responsibilities to subordinates and other supervisory staff as such to obtain a high level of motivation and a performance. Weightage in % 30
e. Assure safe working conditions and good labor relations by proper safety training of all personnel and a clean living environment. Weightage in % 20
f. Standardizing personnel service agreement and fringe benefits in accordance with Company’s Personnel Policies. Weightage in % 10
g. Good personnel relations by Company get-together, parties, etc. Weightage in %10

7. Finance (5 Percent)

The International Operations Manager should ensure financial controls at all times including monthly reporting, accounting costing stock control by volume and value, invoicing of sales organizing prompt computation of margin control, cost of sales; arrangements to collect payments and monitor and follow up delayed payments.
Below is a scoring objective to meet the above criteria:

a. Timely invoicing of all jobs done. Weightage in % 10
b. Collect payments within Contractual time frame (average not to exceed 60 days).

c. Organizing prompt computation of margin control and cost of sales. Weightage in % 10
d. Timely submission of all financial data required by Finance Company. Weightage in % 10
e. Adhere to all Company’s financial procedures and systems. Weightage in % 5

8. Legal & Corporate (5 Percent)

The International Operations Manager – Well Test should ensure that his Company operates according to the laws of the designated countries and Company Rules.

The International Operations Manager – Well Test must coordinate corporate matters as discussed with Management / Directors of Company.
Below is a scoring objective to meet the above criteria:

a. Ensure that Company is operating within all legal, fiscal and financial requirements of the CompanyWeightage in % 20
b. Compliance with Company’s Ethics and other impacting policies. Weightage in % 20
c. Timely renewal of appropriate licenses and registration and renewal or cancellation of personnel visas, work permits, driving licenses and company vehicles, etc. Weightage in % 20
